Mayor Brings Power Company Frustrations to Goveror's Office Again

One week after Hurricane Sandy, Millburn township has no set date for full power restoration. With a Nor'easter predicted this Wednesday, the township brings its complaints to the state.
Mayor Sandra Haimoff brought the township's frustrations with Jersey Central Power and Light to the governor's office on Tuesday morning, asking for help for the second time since the storm hit.
"Jersey Central Power and Light is a horrible company and we are doing everything we can to resolve this situation," Haimoff said. "I have the same frustrations as every other person in this town."
The mayor complained to the governor's office that two schools, Deerfield and Hartshorn, and many other residents are still without power in town. The company responded saying it was planning to work on Hartshorn today, according to Haimoff.
However, thoughout the power restoration process, the mayor said all the information has been incorrect, from where the trucks and crews were working or where power was going to be returned.
"We still have other areas with no information," Haimoff said. Township employees reported on Tuesday JCP&L crews are working on Old Short Hills Road.
JCP&L officials could not be reached to comment.

Jersey Central Power and Light estimated on Sunday it will restore power to most Millburn residents by the end of the week. The company estimates over 300 customers will still be without power come Saturday.
The National Weather Service has issued a hazardous weather outlook for the tri-state area even as over 1,300 customers in Millburn will still be without power. The forecasts predicts a Nor'easter to hit the state Wednesday into Thursday.
The township has offered transportation to Cobey Arena if any residents need shelter.
As of Monday 2,660 customers throughout Millburn are without power. JCP&L's website states the 2,330 customers' power will be restored by Nov. 10.
The power company released a list that breaks down day by day how many customers' electricity is restored. On Monday it expects to return power to 898 customers; Tuesday: 378; Wednesday: 430; Thursday: 322; Friday: 179; Saturday: 118.
On Friday, the company expected to restore 98 percent of the customers in Millburn by Monday, according to JCP&L's website.
The warming station at Bauer Community Center and Library are open from 9:30 a.m. until 9 p.m.
The mayor announce Monday morning, power has been restored to Glenwood except for Ferncliff Terrace, Canterbury and Pine Terrace West. However, residents said power has not been restored to those areas.
About 6,200 workers are restoring power thoughout the state and the majority of customers will be restored by Nov. 7, JCP&L's website stated on Sunday.
According to its Twitter account on Saturday night, over 600 utility poles have been replaced and more than 21,000 trees were removed from equipment. The company's crews are replacing 2,700 sections of wire and 200 transformers.
This Saturday night, a few downtown Millburn restaurants open their doors for the first time since last Sunday.
After four days in the dark, the Hartshorn area in Millburn was the first residential area to get power back on Friday afternoon, according to Mayor Sandra Haimoff.
The Short Hills Mall was first to get power on Friday after running on generators yesterday. Tonight, the restaurants in the Short Hills Mall will stay open for residents to get a hot meal and warm up.
Millburn residents will also be able to vote in the election on Tuesday without having to leave town, the mayor said. The Congregation B'nai Jeshurun, 1025 South Orange Ave. in Short Hills, is the proposed location.
However, there are still many residents without power in Millburn, and there's been no response from JCP&L with a timeline to restore power to the entire township.
Millburn residents have also organized to help with the clean up in the wake of Sandy.
The Millburn Police have issued a 6 p.m. curfew for all other businesses besides those restaurants.
The township extended tax deadline to Tuesday, Nov. 13 as well.
*Editor's note: Hartshorn Elementary does not have power. It was reported last Friday it was one of the first places to receive power but that information was not accurate.

A power truck from Ohio came down Canterbury Lane, SH, looked at the down wires and started to backed up. I asked them if we were going to get power and the man said not today. I asked him when and he said he didn't know. Last week two men from JCP & L came to "assess the situation" and never came back. Why is Glenwood always the last to get power back?

I have looked at the Millburn website and they have the charging stations open from 10 to 2 over the weekend. Cell Phones only. This is outrageous. Other communities have their stations open for at least 12 hours. I really think our town officials live under a rock.

I just called jcpl to try to get any information since all the houses around me have power and I do not. They could give no information, they would not let me speak to a supervisor, they could give no time frame better then 2 weeks. I am happy for those that got their power back, but I fear I will have none for days to come. They could not have been less helpful.

It's not a fire hazard to chain extension cords together if you are using it just to charge a phone or laptop. It's only a fire hazard if you put a very large load on it. Give it a try and if the wire does not get hot, don't worry about it.

I agree with the comment about our mayor. Nobody expects her to personally turn on the power, but she should at LEAST keep the community informed about the progress the utility companies are making once a day or more. I have friends who live in the neighboring towns and their mayors or police departments have made constant announcements.
I am highly disappointed in this mayor. I can't wait for her term to be done.

If you see an Ohio Edison truck near you then there is a good chance you will be getting your power back soon. At around 5:30 last night, I saw one Ohio Edison truck parked at Gero and another one actually working on a pole on White Oak Ridge Road. Just before 6:00 pm, my son's hs friend who lives off White Oak Ridge had their power restored. Be sure to thank these guys if you see them.

All quiet in Glenwood. Trees that were knocked down Monday remain untouched. The police did run through Tues to place caution tape around dangerous trees. Broken power lines sitting on the ground, like in front of 12 Overlook, remain untagged. No activity except private contractors hired by residents. I haven't seen one JCP&L truck all week in the Glenwood section.

I was happy to see that the tree on Lakeview is "kind of" addressed. The wires are still all around the place. No power on West Rd and South Terrace. I think Chris Christie should be voted out--the fellow cannot push JCP&L to get their act together--the lethargic pace at which they are working is shameful. We had almost a weeks notice that a mega storm was headed this way--enough time to get crews & equipment pre-positioned. Some people at the top need to be fired. Do not now if the stories regarding non-union out of state crews are being sent back. Most shameful if true.
Why on earth JCP&L cannot blanket entire ares out of power for announced time periods, so that tree removal crews can systematically remove trees from power lines instead of getting case to case approvals?

There are five township committee members and there are five elementary schools in town (e.g., Glenwood, Deerfield, etc.). Perhaps each committee member should be assigned to a school area for situations such as this and they serve as the point person for the issues of that area.
That being said, perhaps the township committee members are out and about surveying the damage to the town - working with FEMA, the governor's office, JCP & L, etc., but I have not seen one post here indicating that this is occurring or any communication from these folks (other than a few random posts from the mayor) of what the town is doing to take care of ALL its residents.

The traffic light at White Oak and Parsonage is working, I saw a few homes on both streets near the traffic light with front door lights on. Traffic light at Parsonage and Hartshorn is working. Most businesses on Morris Turnpike between the light at Millburn Ave and Kings Plaza are open. Kings is well stocked. People lined up at the gas station across from Kings. They were not pumping gas and the cones were out. Looked like they just bought a new Rigid generator from HD and were working to start it up to get the pumps working.

The neighborhood in the NE section of town -- north of South Orange Avenue and east of Old Short HIlls Road now has power. There were few trees down in the entire area -- i guess that they all fell in last year's snow storm.

Mayor- please put more pressure on JCPL. Yes we finally got "some" power in a very small percentage of the town but come on. Millburn Ave has power on half the street and not the other half. Roads that have no downed trees or wires are pitch black. I would encourage you to use your Mayorial pull and demand better updates for the town. The faster our town is restored the faster we can have a financial impact on Jersey economy.

According to Christy - if Glenwood School does not have electricity by Tuesday, the polling location will have paper ballots and National Guard - so let's hope the Glenwood section gets electicity soon. Three strikes and you're out as far as I'm concerned - Irene, October Snow, and yeah, Sandy was bad but when you look at the infrastructure - those poles and equipment date back to stuff you see in history books.

Thankful and encouraged that some areas are regaining power.
However, extremely concerned about safety in those areas with trees/wires on roads and homes, it appears these fall into the category of last on the list.
I personally witnessed two industrial tree teams assess a 100 year old tree on a wire over house for over an hour before leaving the area. We only hoped it was to return soon with JCPL counterparts. Neither have been seen in days.
JCPL, township reps and tree teams should be working collaboratively to triage areas of safety concern.
The work order of streets should be posted and transparent for all residents in community.
Clearly, after two hurricanes and one ice storm, all with major long term consequences to community there is a need for a Millburn/Short hills neighborhood team to act as resident advocates in the face of crisis.
Would also like to comment that have not seen one JCPL truck or tree truck in Glenwood area since the hurricane hit.
Plan to call JCPL and township because not seeing any teams in Glenwood area is really disconcerting especially with another storm potentially around the corner.

I agree - we need better communication from the mayor. This is undoubtedly an unprecedented event but also provides opportunity to make our civic officials and utility providers more accountable. As someone pointed earlier, there is a need for an overhaul of infrastructure. Why can we not have underground wiring - three events in 15 months should provide enough reason for action.

I lived in the UK and in Singapore and Hong Kong - they all have underground wiring. Hong Kong has typhoons every year but there is never power loss (though it is another matter that UK grinds to a halt with half an inch of snow but power supply is unaffected). The amount of money and effort wasted here in doing patchwork every time a calamity strikes, is perhaps far greater than the investment in upgrading to modern technology. But then....

Just called and spoke with a representative from JCPL asking for an update.
They acknowledged that they did have record of the power outage on streets in Glenwood.
I relayed to them we have not seen any JCPL trucks in our area despite the fact that they took two days to "assess" the area.
He confirmed that no one from JCPL has even assessed our area yet!
I informed him that this unacceptable and would like point of contact at senior level at JCPL. He apparently could not release that information but will have a supervisor call me back.
Plan to report above communication with state officials.
This is beyond a disgrace.

Residents should be calling the Mayor and Township Committee members on a regular basis for them to ACT and should be calling the Governor's office frequently to increase the pressure on JCPL.
Outrageous that no JCPL crews seen in Glenwood yet, that the Mayor accepts radio silence from JCPL from Wednesday through Friday (see her quote in Patch), and that JCPL has not provided residents with any timetable.
Can anyone find the JCPL tariff filing with the NJ Board of Public Utilities? In addition to holding our local officials accountable for their absence, we need to determine how the township can switch to another primary power company.

Entirely agree with comments that we should have underground power cabling. In the longer run that will be much cheaper for all concerned. Perhaps they can start converting from overhead wires to underground cables in the most problematic areas to begin with, with a time-bound schedule to convert the entire town from overhead to underground--an added benefit is that they will no longer brutalize our trees. These outages are a recurring feature now--three in a row. If the mayor is listening, we need a town ordinance requiring it, as well as a State Law--governor, are you listening?
Also, an ordinance requiring the Power Provider (JCP&L) to reimburse residents for spoiled food in the refrigerators.
If the Mayor & the Governor do not make strong headway towards these objectives vote for a person who does.

Glenwood perhaps is last on the feeder line which might explain the priority elsewhere. They need the transformers and feeder lines up first. You Mattel be mistaking lack of trucks for lack of progress when they are working up the line on a central problem. I wish we knew where the power comes from so we had some sense of the kind of progress we could expect. It's a mystery how the grid is wired.

try talking to the other local editors of patch and examine how their local officials handled the utility companies in comparison to millburn's.

From a resident this morning in an email. "They were working on the train station block between Lackawanna and Wyoming. They were fixing wires and poles. I think they are finished because everything looks good and they are gone.
We met a neighbor on our way to Maplewood who said that the JCPL guys said the substation feeding this area is still down and they didn't know when it is coming up.
My guess is that they were making our wires ready for when we do get power, but we don't know when that will be.

Hobart Ave and the area north is an absolute wreck compared to what we have down in Glenwood, which also includes broken poles and trees on wires. I based on my not seeing any trucks combined with the comments above, I have a sinking feeling that we're all in areas classified as "unable to accept service" and thus exempt from any promise or even projection of service restoration.
You'd think that at this point there would at least be some sort of tree removal taking place ahead of the actual electrical work.
I understand that regular tree people can't touch trees intersecting power lines and that the normal utility guys aren't going to touch trees, but there has to be an end to the catch-22 so the job can actually get done.
Leslie may be right in that they're working outward from a central location, but they still need some sort of parallel cleanup work going on to at least prepare the future areas for the actual restoration of service. Otherwise this is going to take forever.
And just for some salt, on my way to/from Summit today I saw at least a dozen utility trucks in Summit from various electric companies. About 3/4 were actually doing work and the rest were in transit. Compare this to zero I've seen in SH since the storm and that's pretty pathetic.

I uploaded a picture in this posting taken today on overlook terrace. This tree has been resting on power lines since Monday. Of course, Glenwood section so it doesn't seem to matter. Two houses away on the same street there is a line down, no caution tape and now lots of dry limbs and leaves near it. If they flip on the power we can all guess what will happen.

Thank you @ Jen! Its about time someone put life in perspective! Pure chaos along the shore.. our fellow jerseyians are going without and still lending helping hands. EVERY person I know at the shore who has power has opened their doors to ANYONE for warmth and food. Why can't the "elite" (as someone previously referred to Millburn as) can't stop complaining and do the same.. and if you can't handle it, go by a generator. Atleast "we" can afford them.

However, it is not unreasonable to demand that our public officials communicate with us more often and press the utility companies to provide us with more accuracy on when our power will be restored. We're not asking for them to move mountains.

As opposed to our do nothing say nothing sandy haimoff, it appears the mayor of Springfield is at least blasting jcpl on their lack of communication and straight answers. While the damage is once in a lifetime, hopefully, and the repair work a Herculean task, jcpl needs to be put to the task to be communicative and forthright in answering our questions. This is something the Springfield mayor gets, and haimoff does not. A leader absolutely not.

To those who were offended by my earlier comment, it was not directed at those who simply want communication lines to open but to those who are threatening legal action. That is ridiculous (on what grounds do you sue for a natural disaster or "act of God"?) and a total waste of energy. Anyway, I'm done. I do feel for those who are experiencing hardship. I, too, have a lot of damage due to the storm.

Do not get me wrong, I think JCP&L could be doing a much better job.
But for those slogging our township elected representative and manager look at the estimate document linked above. Springfield and Summit have similar numbers out with a much lower percent expected to get power back each day. Livingston has fewer JCP&L customers but for them the restoration rate is also slower,
Yes it sucks to not have power, but Milburn actually appears to be being restored faster than surrounding towns. But it seems that anger should be directed at JCP&L and not township officials because we are actually getting power back faster than surrounding JCP&L towns. And if you look at Maplewood and South Orange sites PSE&G does not appear to be doing that great either.
I do think we need to invest in weather proofing substations and sinking key lines underground with a long term plan to sink them all (though that would likely take a decade or more).

At 5:30 pm on Nov. 3, I was sitting at Dunkin Donuts on Morris Avenue, I counted almost 30 "power utility" trucks driving by along with some pickup trucks also. I saw most of them went onto Millburn Avenue and few turned onto Morris Turnpike.

I did see (with my own eyes) a bunch of trucks on Parkview Ave. and I had to stop to get through and heard them getting their directions/jobs to do so hopefully that area will get power soon!

We pay our bills.....imagine if we said ahhhh we'll pay you sometime between now and whenever we get around to it.... Also why is there no one at customer service at jcpl???? During our last Hurricane, South Mountain was hit hard and had the same problems with JCP&L. Nobody in SH cared because they had power. About time they woke up. Still don't have power - but sick of the whining from Glenwood people. You are a year too late.

Even if he has "no news" he reaches out to tell us he has "no news"...he is compassionate, courteous, and you get the sensibility he is in touch with his constituents...whether they be parents, teachers, administrators, etc...

I'd like to give a thumbs up to Crisfield as well. For our clueless mayor and town council they need to look no further for an example of a leader and what is expected in a crisis. He and the school staffs are jamming nights and weekends to get our children back to school.

Maybe it's another lost password, forgot how to use email, doesn't know how to print a flyer excuse. She should resign as should the entire town council and should leave town - forever. Their repeated incompetence in times of crisis is alarming.

Still no power on a section of Long Hill Drive near Cayuga and Seminole. Three power poles with transformers down at intersection of Cayuga and Seminole. At least 50 houses in this area affected by this. Absolutely no sign of JCP&L even beginning to deal with. Called JCP&L and they can't/won't give any estimate of when they'll start to repair this damage.

To everyone complaining about their "section " being last to have power - realize whatever crew you feel should be working on your home, will be taking that crew off another SH/M home. We are one community and should all want everyone to get their power back not just the Glenwood or South Mountain sections. I doubt the power company decisions are based on politics or demographics - simply grid logistics.
Everybody should take a deep breath and be thankful for what they have.

@ Shannon cross - JCP&L is NOT our township and has nothing to do with our township. Look at the percentage of power online through JCP&L's website people! As of tomorrow evening, 80% of Millburn - Short Hills is scheduled to HAVE power. A majority of other towns are scheduled to have only 20%! I'm not really sure the logic of blaming the TOWN for JCP&L being overwhelmed, but take a deep breath everyone and think about it! I'm not even saying the town doesn't make some stupid mistakes. I'm just saying THIS issue is NOT the town's fault and it actually appears that we have made out better than most! How about lets be thankful we were not hit as bad as Seaside Heights and other towns that were essentially wiped out!

I don't believe jcpl stats. I live on far brook. All but3houses have power one of them being mine . No wires/poles down. No visible problem. No answers from jcpl. There are many bigoted people posting here about our mayor. Because SHE is not as familiar as you are with the latest social media tools, you figure it's open season. Shame on you naysayers. This is a crisis. No doubt whatsoever she is working very hard behind the scenes, staying calm and level-headed working for the township. She hasn't wasted time in a crisis to blow her own horn in a national newspaper. Thank you Mayor for your hard work as a leader amongst mayors (how quickly some choose to forget her tireless efforts to work with other towns post- Irene on our flooding issues downtown and South Mountain areas). Look in the mirror...this does not look like a community who works together. This is not true for all, but many: Millburn residents are worried about their own skin, the heck with your neighbors. One small problem, the numbers are clearly wrong. Add the "currently out" column with the "estimated restored on 11/3" and the result exceeds the total number of customers by 19% (over 1500 households).

I believe the estimated restored numbers are all prospective . Adding all the estimated restored columns together is nearly the same as the currently out total. It's misleading to use the past tense "restored" when they haven't done it yet but what are you gonna do.

These are ambitious estimates given what's happening elsewhere, and I think we need to give them a chance. I also think the priorities turn exclusively on how the grid is set up -- where the power comes from and which parts involve feeder line breaks, not the demographics of any area. I would hope the power companies have a triage system, restoring power first to the systems that will benefit the most customers. If that's true, there is a completely understandable reason why some areas are always restored last -- they are at the end of the distribution grid. The solution is not to hurl accusations about discrimination but to ask the power companies to create redundant connections on the other side of the grid area so that power can be restored in the event of major disasters.

@ Sandy Cane. You are trying to defend a public official who was elected to the position in which she serves the people of her community. Frequent communication through this Code Red system that was put in place should be an obvious task that needs to be done. Residents should be informed on a regular basis. I know other towns are using their Code Red system as it was intended. I rely on their information as well. The calls from our "Code Red" system have been sporadic and do not update us. I would have preferred one call each day. Some consistency and reliability would probably make most people feel more comfortable in a time a crisis. Why do you think people are turning to the Patch and other forms of media? They are not getting what they need, especially from our town leadership. I know of people who live in neighboring towns and are getting regular updates from their town leadership and have a shelter that is open 24 hours compared to our “charging station” that only allows cell phone charging during very limited hours. Also, your comment about volunteering….has the town provided us with any information about wanting or needing volunteers? I am volunteering in a neighboring town’s shelter even though my house is dark and cold.

Keep calling the Township (973-564-7000) and keep on the pressure. Another storm expected Wed and into Thursday and we need our power ASAP.
Other surrounding neighborhoods are getting power restored by JCPL faster than us because their leadership is holding JCPL accountable and demanding answers.
Summit, New Providence, Berkeley Heights are all in much better shape than us and they have JCPL, too.

Facts are facts and responsibilities are responsibilities Our elected officials are there to repeesent, advocate for and communicate with their constituents. That's their job. I don't believe anyone can make the case that ours have communicated adequately during this crisis; let's give them the benefit of the doubt on the other two. If they aren't adept at electronic communication personally, then it's their responsibility to get someone to assist them. Any teenager can do this. We have models of impressive communication from surrounding towns. No one here has said that the mayor bears responsibility for the storm or even the work of JCPL. But communicating clearly and regularly with the residenrs? Absolutely. Part of that communication would be to let us know about her contacts with JCPL and to answer the many questions posted here. You seem to think this is personal. It's not. It's calling people to professional accountability.

"The state’s four electric utilities would face stiffer penalties if they fail to quickly implement restoration plans in the event of severe storms, according to a recommendation introduced by the Christie administration....

Perhaps this explains why FirstEnergy is unresponsive. We have to wonder how carefully regulators can decipher purported costs, which may include long overdue efforts to upgrade facilities. No matter. Whatever FirstEnergy wants to claim is being spent to restore power will be recouped.
To use the sort of language the Christie is so fond of using, perhaps he ought to put up or shut up when it comes to being a tough-talking leader.

So he increases the penalty 250 times the old penalty but because it is a fraction of the cost of recovering from a major natural disaster it is inadequate. I can't follow your reasoning at all. What's the connection between the overall cost of a recovery and the penalty for not recovering fast enough?
Are you suggesting that the power company (JCPL for us) is deliberately working slowly because it would rather pay fines than restore power? And if those fines were raised again (another 25,000% enough for you?) than the company would work faster? That's an argument, but a far fetched one.

It's not "deliberately working slowly". It just doesn't have much of a financial incentive to restore power more efficiently. The fines can be seen as "the cost of doing business".
JCPL maintains profit margins by reducing its permanent work force to bare minimum (below that of PSEG), performing as little infrastructure maintenance as possible (poles replaced when they are "too dangerous to climb" according to a local mayor), and depending on out of state teams when crises hit (taking longer to mobilize and organize when crises hit).

Flimflam - that's a good argument for switching the town over to another power company. It doesn't really respond to the criticism of Christie's change to the law. I thought that criticism m was completely misguided. I'm strongly in favor of changing our power company back to PSE&G if they're better.

Ok I'm reading all the posts about power loss and am really confused. I think we can all agree Millburn/ShortHills is an affluent area. Additionally, this is certainly not the first time power outages have been an issue. So my question is, how is the Mayor, JCPL or whoever you want to blame, responsible for your lack of preparation?? Anyone hear of generators or stocking up on gas and food prior to the storm which was forecasted at least a week prior? Since you chose not to, deal with it, learn from it, grown up, and finally shut up. Your home could be underwater or washed away. Think about that.

Let mesuggestto you that there might be something wrong with JCPL's emergency preparedness, as well as the townships. When JCPL starts crying about how many poles went down, you have to wonder about how they've been maintaining those poles in the first place. And it is not unreasonable to expect a mayor to have some way of communating effectively with residents in the event of a national emergency. She is supposed to have a plan for that. Instead, she "misplaces her password". Good grief.

With the amount of RE taxes one homeowner pays (in excess of $20K)to the Township and County, they need to make some changes. The real issue lies with all of us. We are complaining and demanding action. Rightly so. However, it is disappointing that our mayor will be reelected unopposed - in a community that has managers and executives from some of the best companies in the US and the world. We need people from the community to step forward and lead. The first step should be to get our voice heard about the quality of the civic amenities. We need the same passion as we witness with regard to the schools. That would be a great start.

A lot of good ideas from Christie, but do not agree with them unless the money collected in fines go back to the custormer base of the utility. When server power outages happen there is a lot of personal loss, food, water damage and government time dealing with the situation. Deregualation of the utilities did not work and will not work, they are constanly cutting operating and maintenance cost to award the stockholder with dividends. The customer base always looses in these times, time to put some teeth into the regulations again. The prolbems is with the diversafication of the utilties and having it allowed by our elected officials. The only thing our elected officials do, is get on their knees and pray to the "reelection Gods" that the utility company executives and their copartriots contribute to their campaigns for re=election. Republicans and Democrats all ride in the same boat.

I don't see the connection between deregulation and cutting operating and maintenance costs to pay shareholders. All deregulation does is prevent each power company from exploiting the monopoly it has on the delivery of power service to also require users to purchase the power from the same company. Most people don't switch but I've bought my power from other companies since deregulation and saved a bit. My bill still comes from JCPL and JCPL still charges me for the cost of delivering the power (about half the bill), but power is a commodity and there are 30+ companies in NJ competing to sell me that power cheaper than JCPL. I think deregulation as been great for what it is meant to accomplish. It just as nothing whatsoever to do with diversifying the delivery of power.

Stop whining I don't think that anyone in millburn township has lost their lives. I saw JCPL out last night in the cold and dark. Greenwood drive lost 3 utility poles and 1was put back and then they ran out of poles which are due in today or tomorrow. Our fellow NJ communities have loss of home and life.
The real problem is the gas situation There are only so many qualified JCPL workers.

After the feedback received regarding the inept communication during Irene and the October snowstorm, it is shocking and simply unacceptable that our town has not implemented and executed a comprehensive crisis communication plan. While Cristfield's updates are more regular, I am extremely disappointed that he shared more information about the status of our schools with the Wall Street Journal than with the families in his district.

I just called the town call center, what a waste of time and oxygen that was. Absolutely no information, same lame JCP&L party line since Tuesday about major substation damage blah blah. I told her that she should know the substations have been repaired. Downtown, Millburn Ave, Main St. and the house two doors down from me has power, so obviously the substation is fixed. I asked her when I would get power. She had no answer other than we're doing our best. I don't agree.

I have enjoyed reading all these comments during my third hour in a gas line for Walt's Sunoco which I suspect has not yet opened but I wouldn't know because I'm around the bend (in so many ways). We have no power on Jefferson, Madison , Adams, Washington and no real expectation of when that might happen (the ability to set expectations and then live up to them has long disappeared from the world of government and quasi government or regulated industries like the utilities ). So I have decided to create my own conspiracy theory about my neighborhood : JCPL doesn't like early US presidents and so has decided to punish us for living on streets which carry their names. Perhaps they were over exposed to the Federalist papers in high school or perhaps they are Hamiltonians and think Jefferson and Madison were bad guys. But how can they not like Adams who was married to Laura Linney on HBO? And how about Washington ? Is it an Oedipal acting out against the father of our country? I think I'm on to something ....

After power went out, I disconnected the Fios battery from the box in my basement and plug it back in whenever I want to make a call. It was great for the first few days when cell service was screwy. The battery lasts about 8 hours. Wish I'd thought to post that on here on Monday. Oh well, it's a good suggestion for the next outage.
Also if you don't unplug it you get woken up by the beeping when the battery dies. Took me 15 minutes of wandering around in the dark after Irene to figure out the beeping was from the Verizon box last time.

I heartily agree. The lack of visible planning/communication has been shocking. Here is the level of communication/service from the township I would find helpful, and likely to be achievable, during this week's very difficult conditions:
- One comprehensive daily update, distributed via Code Red, email, village Website and emailed to Patch for posting, covering: emergency services, distributions like water/ice, overall state of village, timeline for power restoration, anything known about transit.
- At least one overnight shelter (perhaps giving priority to children/elderly/disabled) to keep town residents warm in safety.
- Charging/warming station open more than four hours a day. (When we were able to leave our house Wednesday, we drove to the South Mountain site that had been announced, only to find it locked.)
- Information on private sites that are open (like churches with warming centers) would be a helpful addition as the days drag on,
Clearly a tremendous amount of work is going into storm restoration. But I don't need updates on the rec soccer schedule or the middle school dance. I do need town leadership to prioritize keeping residents as warm, safe, and informed as possible. It is kind of shocking to me that there are two schools with power back and yet the town is letting residents sleep in the dark and cold.

Addison Drive from White Oak to Byron is still out. Power back from Byron to Tennyson. I don't understand why we are still out. My neighbor told me just now that we are expected to be out until Tuesday, maybe. Another neighbor told me that asked a linesman where they were going - "Bloomfield - you are no longer a priority"!!
Yes -we are safe, no real damage but this is ridiculous! I will be getting a generator hooked up to our natural gas line - 1 storm too late.

Diversification.....Public Utility Companys are very complex......as is buying and selling power from the GRID....competition is grusome and very complex too. You have in the utility industry set up by the parent companies just after the deregualtion. It has allowed for third party generators of power and transmission ownership, in part funded by the taxpayer with subsidies and investment tax credits. They all work with one another in an anti-trust amotosphere. Yes you can pay less as a consumer of power, but take a close look at how they get there. Back when PURPA regulation were being regulated and negotiated with utility commissions, to skirt some of the previous regualtions and standards put in place.. Deregulation was a Win Win for utility companies, They were allowed to set up profit entities, funded in part by the "Rate Payer". As a said, it (utilities) is very complex and it is ment to be. The large power users and power users in industry control and monitor expansion and the purchase generator power rate structure for individual venture capitilist who invest in the utility power industry. Ultimittly it comes down to the small commercial and residential rate payer who have to pay the larger cost of a kilowatt hour of use or a kilowatt of demand. Electricity power producers in my view they are "sharks" and the very least interested in an "Energy Policy" by the government and implemented without some sort of conclusion and antitrust in the industry of power.

I have further evidence to prove my theory ...I called the Millburn number and was told that none of our elected representatives were Hamiltonians. In fact I was told that unless I was a yeoman farmer, our interests were not aligned. When I told them there hadn't been a yeoman farmer in Millburn since before the Revolution, I was given a lecture on the privileges of living in an agrarian democracy. I realized this was code for the nefarious intent to provide power to Jefferson before Adams. When I explained that I lived on a street named after an ally of Jefferson, I was told that Madison's brief flirtation with Federalism was a problem. It all seems rather arbitrary to me. Perhaps if I move to Birch Lane I can claim kinship with the founder of radical conservatism .
Note to those on Wellington : if the eponymous Duke had said that the Battle of Waterloo was won on the playing fields of Millburn High instead of Eton, you would have power by now.

Was just up at the intersection of Cayuga and Seminole where there are 3 utility poles and 3 transformers down. Two crews from down South were on the scene doing an assessment. Very nice guys and appreciative of their efforts. When the transformers came down at least one of them leaked oil. Power crews said no repairs could begin until a Hazmat crew came in to clean up the oil. No one knows when that will happen. While talking with these guys, head of Millburn OEM drove up. He also had no idea when Hazmat crew would be dispatched. Also, he was asking these crews from the South if they had a phone number for the supervisor at JCP&L (they didn't). Would have thought that the head of the OEM would have had that number. Appreciate that this is a very complicated situation, but there needs to be better coordination and they need to get a Hazmat crew in so the repair process at Cayuga and Seminole can move forward.

There are wires hanging from poles right in front of Glenwood School. There are Atleast 3 poles on Hobart near glenwood crossing down. The tree that bought down a major power line near crescent and forest still down.
If glenwood is Cinderella. . We need prince charming real soon to rescue us. Really!! R we the step child for Short Hills??

Just called Town call center re downed poles at Cayuga and Seminole and need to get Hazmat crew in to clean up leaking transformer oil before repairs can begin. Was told that this is a Town matter to deal with and they're aware of the issue. But, no idea when it will be addressed. Would be nice to get some estimate from the Town on this.

It's sad that the Millburn cops monitoring traffic at Walt's Sunoco, tell Millburn residents that the line to get gas starts in Summit, but in order to get in line you have to drive past the Short Hills Mall into Chatham and turn around to get to Summit...
perhaps a Millburn official has some bureaucratic answer for this sad irony...

As I was driving back to my home this morning, I saw a utility pickup truck with a flashing light parked three houses down from mine. I stopped and rolled down my window to ask if they were there to repair the outage at my home and those of two neighbors. The guy said that they were just the assessors and not actually repairing anything. I told them that with the exception of the three houses aforementioned, everything on the block and those surrounding were up and running so could they report back that there were three houses without power. To this he replied again, that they were only assessing the situation and could do nothing to move the work along. My question: What were they assessing? Why were they sitting on a block with power and ignoring my information. I can only draw one conclusion from this. I'm sure most of you would come to the same conclusion.I am very disheartened by what I saw. I fear I will spend another night in the cold.

I agree. Crisfield has been communicating with us everyday about the status of voting, our schools, and millburn in general. Kudos to him!
Still don't know what Haimoff is doing. And before someone starts shouting from their pedestal that I am being bigoted to a female mayor, just want you to know I am an Asian woman.
Continue to call town hall. You can also voice your complaints to Governor Christie on his website. Maybe he'll step in for us before Haimoff.

On the Park Road/Park Circle cul-de-sac of 25 homes, 20 had power restored on Saturday evening. However FIVE homes on Park Circle remain without power, and are awaiting a repair to a damaged transformer we believe. Please ask JCP&L to return to our street to complete the work today!!

Pretty sure Hobart can't be reopened until the traffic light at Route 24 has power. That is a very dangerous blind intersection without power. They have blocked that overpass and the next one with garbage trucks to prevent traffic.

Summit gets two emails a day from the town updating the residents. They are in worse shape than we are power-wise (contrary to what some people are saying here) but at least they know how things are progressing.

I walked into millburn center this morning most places are still closed up only a few places seemed like they were going Open. The traffic light at millburn ave and short hills ave will be a huge prob for most people heading to work . My son notified me of football practice at the high school tomorrow we should be more concerned of our Childs safety than anything else at the present moment. Will there be a traffic guard to cross these kids attending sports programs during closed school times? Someone please notify me and go MILLERS!!!!

According to jcpl website there are still 2,758 out of approx 8,000 customers without power in Millburn. When the day started it was 3,051 so only 293 customers were restored today. I spoke to someone at jcpl who said that the vast majority of the 2,758 customers without power should have restored by Wednesday. Good luck everyone.

Yeah, they were estimated to restore power to 1,700 homes today per the schedule they submitted to Christie. I sure as hell hope they have to submit actual figures to show what they accomplished against their projected estimates because 300 actual vs. 1,700 estimated is piss poor.

We live on sagamore and no progress has been made in removing the down powerlines since the storm. One truck came by yesterday to evaluate the situation, they offered no hope in getting power restored. While I understand there is a lot of damage and issues JCP&L has to deal with. The whole situation has been poorly dealt with by JCP&L and town. It was hard to plan anything, should I get a hotel, how long, will I get through to JCP&L (forget setting up a hotline, they even stopped answering regular phones). At the end of the day how do we hold these people accountable, they are a monopoly? Who do these people answer to? We have a right to elect our president in a few days but no clear way to hold JCP&L responsible? (cont'd below)

(Cont'd from my previous comment) The city has been pretty much useless. As others have pointed out we get far more situation updates from Mr. Crisfield than from anyone else. You need the mayor and others the most when you are in a crisis. If they cannot perform (I don't expect them to have instant solution to every problem but at least be on the case and provide transparency to the people in the town and solicit feedback) in this situation why bother. A lot of people can run the town/city when everything around us is operating smoothly. It is a crisis that tests leadership and unfortunately our leadership has failed. I was standing in one of those long endless lines to get gas. When I finally reached the pump, I was casually talking to person behind me in the queue. He also lived in central jersey. He got power back on wednesday and when I said, I was still waiting, he asked where I lived. When I told him Millburn, he chuckled and said, that is what you get for paying those high city taxes. Truly, this situation sucks.

Driving through the Hartshorn and Glenwood neighborhoods (why no detour or closed road signs on post storm Day 6?) I don't see school starting anytime soon. So many trees on wires hanging over the roads that I don't see how the garbage collection trucks are getting through. It really doesn't look like much has changed over the weekend out there on the back streets. Please be careful if you are in a truck or behind one, almost every street has something on a wire or broken pole ready to fall.

I have a couple of pieces of info: 1. When I returned home to Canoe Brook Rd. about an hour ago there was a PSE&G truck right at my corner (Canoe Brook and Harvey Dr.). I thought they were working on the tree from my property that had split into three pieces, with two of them hanging over Canoe Brook and resting on wires (which I think were actually phone wires). The PSE&G guy (NOT JCP&L) said they were trying to figure out why the houses from that corner up to White Oak Ridge were without power. So at least someone was working on it. 2. It turns out the tree had been dealt with while we were gone, but I don't know by who (JCP&L, Verizon, Harry Potter?). So at least someone was doing something and I am grateful it was dealt with. 3. For those struggling with getting gasoline I have some thoughts. Over the last few days, including today, I have had the occasion to be driving through Central and South Jersey. There are better alternatives than waiting on line for 2-4 hours, if that is what it really is here in town. Examples: On route 1 this afternoon at mile marker 21 (probably 30-45 minutes from here) there were gas stations with no lines. The rest stops on the turnpike had lines, but not that bad. The gas station on the northbound side of the Garden State just before exit 142 had a line but not nearly as bad as it was on Friday. So if you drive a bit, you should be able to find a better place. Not perfect I know, but better than a 3 hour wait.

Regarding Addison's power, I recall that after the icestorm last year power was not restored until the downed trees and power lines blocking the curved section of White Oak near Hobart Gap were removed/repaired. Well just like last year, large trees located right next to the road toppled over and took down the power lines with them. White Oak is a county road and I have not seen a single Essex county DPW truck in our neighborhood during this time. Thanks to Millburn DPW for breaking protocol and removing those trees themselves. However the downed telephone pole and transformer remains blocking the road - no thanks to JCP&L. Hobart Gap is another road that remains blocked and I believe is another county road. There is also another downed line on White Oak between Hobart Gap and Hartshorn. I believe (emphasis) that these lines need to be fixed before Addison gets power.
Frankly I wish that I had power before the library, but now that it is energized maybe it can be used as a warming center after the mall closes at 6pm and the temps drop below 30 degrees.

I think Chrisfield has done an excellent job of communicating with his constituents. Others could learn from his example.
I think JCP&L has done a poor job of communicating with people. But this is standard protocol for them. They know that people are going to complain until their power is turned on and they are a local monopoly (for the distribution portion at least) so they don't put a lot of emphasis on dealing with individual complaints as they will disappear after the power comes back on. I don't fault them for the destruction - they did not cause the hurricane. I can't say that we would be better off if someone else owned the lines and was responsible for maintaining them (but I have my doubts). However I can fault them for the lack of communication (again). I am forced to use them for the distribution portion of my electric but I have a choice of who I can use for supply and I plan on switching to another supplier - as soon as I get my power back.
While this has been a huge inconvenience, I consider myself lucky, my family is safe, I did not incur any property damage.

Parts of South Mountain are back up, but large areas are still dark: Mountainview from east of Parkview to Myrtle, Undercliff (where poles went down), Southern Slope, parts of Ridgewood and Greenwood. Probably some other streets as well. So still much to be done if the Monday projections for almost all restoration are met. I remain skeptical.

Nothing yet on Sagamore. Apparently waiting for trees to be removed between Glen and Chestnut. A few days ago, a town crew came to cut down one (but only one) of the three downed trees in that spot. They started their chainsaws, approached the tree and then turned them off, turned around and left. Our township in action!

I spoke with the mayor a few hours ago. She admitted that she has gotten nowhere with JCPL and that she doesn't believe a thing they say. She has no idea what they are working on, what their plan is, if the substations are up,
down or sideways, or who is doing what. She was pretty candid. But for those of us still in the dark (literally and figuratively) and cold, all this means us that we are completely powerless vis a vis JCPL and have no one to advocate for us. Pretty discouraging.

While the headline reads 98% of the power will be restored by Tuesday, it looks like a lot of us will form a part of the remaining 2% !!!

It seems there are several complex street-level repairs required. I have 3 utility poles down on my street. Every day a crew from Verizon or a tree service come, look and leave. We need a coordinator to pull together a small plan. There's a street lamp down, 3 poles, we have JCPL, Verizon, Comcast and possibly hazardous materials from transformers to be dealt with. I suspect each situation is unique. I don't think the randomly appearing tree service crews are going to pull all the pieces together.
Leadership should come from JCPL but it can also come from the township. JCPL aren't making the right things happen so the people with by far the largest stake in sorting this out, the township, should take the lead. I have to wonder how many times a day the mayor visits the substations to gauge activity. How many times a day does the head of OEM visit blocked streets. Are phone calls made at the scene if the right things aren't happening? The quiet from our local government is deafening. The mayor whining to an operator at JCPL (probably in Bangalore) won't make anything happen.

Crisfield has the email of all school families. The town doesn't. The only way for us to get updates is through reverse 911. The Mayor is posting here etc, but the only way to guarantee everyone hearing is through a robo-call.

They closed Corey arena as a shelter and are using education center at turtle back zoo. If you have a dog/cat they will.put it in a cage.

Are we having fun yet?
I have spoken with a lot of the out of town line workers who came on from Indiana and Michigan and it appears they have no where to sleep but their trucks . Not pleasant for th em either. My wife plans to go around town offering them coffee and doughnuts on the theory that you won more with sugar than salt. After all, they came a long way.
As to our elected officials... Can you imagine the motivation of someone who runs for local office? I mean its about as dinky as you can get. But if you're egocentric enough to want the job, you'd better do the job. My sense is that they mostly want to be the leader rather than act like the leader because they're isn't any evidence to the contrary . The mayor may have wanted the job of top bureaucrat and it may be a thankless role, but if she's gonna do it, she ought to do it right. Same with the Presidency I might add.

On top of all the other issues with our mayor, I find it incredibly annoying that she cannot write a short message without loads of grammatical errors and missing punctuation (let alone the fact that her message was not completely accurate). It is, in my view, symbolic of her obvious incompetence and apparent laziness. Mayor, take a look at the messages from Dr. Crisfield; I don't think it's an accident that someone who writes such clear messages is also the person who everyone currently wishes was our mayor.

Mayor - you are incorrect. Woodland and all the streets off of that in glenwood have no power. This is because of the tree that fell at 41 woodland. Woodland's power line is a major feeder line to the rest of Glenwood. Fix this line and power is restored to many many homes.. Everyone knows about it JCP&L comes, they look at it, they go away. 8 days later and still no work. You need to see this yourself take the lead and organize jcpl - you know, pretend that you are mayor for a day.

I am sure that the Woodland Rd tree is part of the problem, but no lines appear to be broken there. We suspect the greater problem for the unlit streets off Woodland is the snapped pole and downed transformer on Pine Terr West. If the posters are correct when they say JCPL needs more poles, we may be waiting for that. The rumor we are hearing is that we will have power restored by Wednesday...just in time for the next storm, I fear.

When this crisis is all over, the truth will come out. I will not come out of the mouths of elected officials or the executives of JCp&L or PS&EG. Why, because the let this occur through lack of quality and control in and of their industry. After 40 years in the industry, with a lerned knowledge of how work orders move forward, it comes down to expertise from within. Inventory ( line cable both primary and secondary, transformers all sizes, hardware to hold them on a pole, primary and secondary line fuses and cutout hardware, wood poles, ) is lacking when a storm power event occurs. They are not being honest with the custormer base. Lack of labor and engineers who know the power line distribution system and location, when they bring in outsiders to repair the system. That is why it is taken so long to bring power back. Mayor SH be smart and work smart please.

I'm looking out my window on Harvey Drive at the top portion of a utility pole and street light that's been dangling a few feet off the ground for a week. A tree was removed late last week. Since then work crews from Verizon and several tree services (looking for the tree that was removed) have come to take a look and nothing has happened. The street is blocked and half the residents are without power. This seems to be the case all over town.
What's needed is leadership. This is project management 101. Come on Mayor, get in your car with your team, get to the critical sites (substations, blocked roads, downed wires) and work the phones. We have many residents in the media and marketing industries. Ask them to get the media here and embarrass JCPL to the point where they get the job done.
Step up or admit this is beyond you and place someone better suited in charge. We need a field general. This matter can't be put off until next months committee meeting.

Agree with Hillman. In some ways this is like a real estate deal in danger of falling apart. Work the phones, Don't assume the person on the other end is giving you a full report. Go over to the site to hurry them up if you need to. If someone is not responding, send someone to bug them regularly until they give you a full answer.
The JCPL outage map has shown 2700-odd Millburn households without power for about the last 12 hours. It would be very good for residents to know how that jibes with the promise reported above that 98% of us will be restored by tomorrow.
And that is especially important since it looks like the nor' easter will be dumping more rain and strong winds on Millburn Wednesday into Thursday. It would be most prudent to start planning now at the town level in case there are additional outage/damage. Please get an update out by tomorrow (online plus flyers at all polling places, say) that allows people to plan for where they can warm up, recharge phones, and take their kids safely if they lose power or if it is not restored as promised. Locations, addresses, and hours. I know I am very nervous, hearing from you that we should go to Codey Arena, hearing in other comments that that shelter has been closed and there is perhaps a smaller shelter for the whole county at the zoo's education center.
You have a day or so to get things in better order before the next storm hits. Thank you for anything you can do.

For those who had to go to a hotel I just heard from FEMA.

I am shocked but we are eligible! I can't get into their website now but I believe FEMA pays the hotel bill directly for the room only. 1 room per 4 family members. Looks like both rooms will be paid for by FEMA! That is one load off my shoulders!!

I really need guidance if someone can help. I have a large tree branch in my backyard hanging by a thread. I'm extremely concerned it will fall on my house. Maplewood Tree trimmed the tree after last year's storm. I was told they would come out by Thursday or Friday to at least look at the tree-- they didn't come and now aren't even returning my calls. After 8 days now and temps in the 20s at night with a storm approaching, I'd think there could be some estimate on where we are on the schedule. Are we waiting for utility poles? Are we all in that 2% that won't be fixed for 2 weeks? It'd be nice to know. JCP&L might have some clue.

The township is the only one who can extract more info out of them but we know thats not occuring either. For eg. the mayor posted a couple of days back that the Summit substation was down but we havent heard anything about it since then. The town should be getting this type of info regularly and passing on to us.

I know that all these workers are coming in from all over the country and are away from their families, but two different crews have said, "we're being treated very well," or "don't worry, we're being taken care of." Last night I was asked where they could get a steak dinner and a different crew was out doing shots on Saturday. Power came back in the first part of woodland road. I hope when everything is over, some neighbors get their trees inspected and in case cut them, like I did. This would reduce the amounts of trees down on the lines for the next storm.

Many of these trees down are technically town trees, within the margin from the street/property line. I've tried in the past to point out one on "my" property that looks suspect and there was a fairly lackluster response and now follow-up after repeated requests. I suspect that a fair number of people get their trees inspected and trimmed reasonably frequently and those that come down are not from neglect. Ironically, some of the trees on the side streets off Woodland Road that fell and took down powerlines in past storms were replaced, planted smack under the powerlines just like the previous ones. Go figure.

Why hasn't JCPL updated their town by town outage chart to show what they actually accomplished on 11/3 and 11/4. They are clearly well short of having 98% restored by today, Without an updated list this artical has become seriously misleading, Christie said in his speech yesterday that each utitlity is required to provide daily outage updates for each town (he also said they would be posted on his website, but I couldn't find them). Has anyone spoken with JCPL on when they'll be updating their charts.
Here's what's on the JCPL site now (although it says last updated yesterday):
NJ ESSEX MILLBURN TOWNSHIP out = 3,042; restored = 5,239 (*); affected = 8,281; percentage restored: 63%
The asterix informs us that they count the same house which repeatedly loses power and has that power restored multiple times in the restored column. So theoretically they could have restored the same house 5239 times and have 99.9% still out. In other words the restored figure is likely higher than reality.
The town by town .pdf chart shows:
MILLBURN TOWNSHIP currently out = 5,839; customers = 8,054; affected= 72%; 11/3 = 3737; 11/4 = 1693; 11/5 = 234
So JCPL is still reporting that 93% of Millburn customers had their power restored by 11/4. With another 4% to be restored today to bring it to 96%. This is clearly wrong - so let's get an update.

My hypothetical was wrong - the asterix means that the number of restored customers can exceed the total number of customers, but that wouldn't change the number that are currently out . Also the columns add up exactly so there appears to be no double counting as of the date this chart was prepared.

I live on Rahway rd.. Within a couple of blocks from my house the power is back!
Within a block of my street however, there are some wires hanging because of fallen trees and a completely snapped telephone poll, none of which have been addressed in any way as far as I can tell. With this in mind, unless immediate progress is made, it will be a number of days until power can be back------------but no one is giving any estimates at all. Does anyone have any suggestions concerning how to get more info?????

I spoke with a crew from UT doing the same thing on Cayuga where 5 poles are down in a row with transformers in the streets. They were very nice and were trying to do whatever they can, but they were not given any tools to do any repairs. He said their tools were scheduled to arrive sometime today, but didn't know when and if they got them their crew might come back or another would be assigned. Said that as fast as they get a few poles they are snatched up. But really, no tools?

I just called 888-544-4877...after reporting my outage....I was able to speak to someone who had no information about the outage on Winding Wary. I then asked to speak to a supervisor and she said one would call me back.

JCP&L just released an updated restoration schedule. Here's how the math adds up. They have projections out as far as 11/10. As of 11/10, my math shows 335 households still unaccounted for. That means that they will NOT hit 98% restoration by 11/10.

I live on Sinclair Terrace and there has been no evidence of utility trucks in our area (including Fairfield Drive area). I occasionally see a police officer drive around the street but it is eerily quiet around here. Even being across from the South Mountain reservation, there are few signs of nature. I haven't heard or spotted a bird until today. Don't know where the squirrels have gone unless they all got blown away but they are noticeably absent.

Called JCP&L to report that I'm still out (near Hartshorn). They said my original ticket (which I phoned in 20 minutes after power went out the night of the storm) is still there and she said it shows that no one has even come by to assess the situation yet. I asked for an estimate and was told they expect most to be restored by November 7. The goal line keeps moving. False hopes!

In Edison, NJ, there was 2-4 minute wait for gas at some of the stations. They still enforced even-odd rule but not much of a wait here.

Well...we were just west of Stroudsburg...There is a Super Walmart out there on 380 north and there was no issue with gasoline running about $3.50 per gallon...and no line-ups...
it's about 80 miles away...so...if you fill-up at the turnaround, you still end-up with 3/4 of a tank by the time you get home...not ideal...but at least PA has some degree of normalcy...and...there was no traffic at all to be concerned about...we also spent a bit of time in Nazareth, PA...a bit south of Poconos...same story there...Target, Starbucks, Buffalo Wild WIngs, etc. all up and running...for those going a bit stir crazy...not the worst 1/2 day trip in the world...
I am not the Mayor of this town...I hear the pay is a pittance...and besides...I am a hoser...so not sure it would even be legal...but...common sense would seem to indicate that those living in areas with large, downed trees will be SOL for a while...my guess is that JCP&L have worked from the hub out...restoring the power centre then transmission lines...those lucky enough to be on circuits undamaged have power...those not have the wait times...but this is just a guess...although I did see one truck on I80 that said Beckermann or Bust...so maybe Crescent will be in luck?...the only thing worse than the storm itself has been the lack of clear communication in its aftermath...this...like pouring salt on a wound...that's all I know...stay well all...

The length of the power outage is definitely bad; however, the lack of useful information from both the town and JCP&L is much worse. There are obvious areas in town that need major repair (and are highly accessible) and there has been nothing done that we can see other than the town having put tape up. It is not like there are major areas of damage preventing trucks from coming in or flooding that has destroyed sub-stations. We just moved into Short Hills two years ago and this is the second outage of this type--with the same poor response. Never had this type of response / service in any prior US town or other country we've lived in. Of course, in the other countries we lived in, we had electrical cables put underground long ago... Given the taxes we pay, it would seem that a bit more communication and courtesy from the town leadership would be expected. In fact, that should be expected irrespective of one's taxes. It really is unacceptable.

i've just spoken to JCP&L and they started off by telling me most power restored by Wednesday. I mentioned the figures above - showing several days for many. The operator checked and confirmed that this was the case - but said that neither they nor their supervisors were able to access any data associating numbers of accounts with addresses.
I agree with the comments above about other areas - we moved here a year ago (having lost our entire house/contents in floods in Australia, so I do sympathise and empathise with our neighbors in NYC and Jersey Shore). I have never seen anything so byzantine. Why do we still have power lines above ground? We used to have these sorts of outages in Scotland in the 1970s, and the government resolved the problem by putting the lines underground.
Whilst JCP&L and Milburn Township have serious questions to answer about thier repsonse this time, what I really want to know is what lessons they learned from last year's weather events? How many trees were identified as weakened after October's storm and subsequently removed? What improvements to comms (which were heavily criticised last year) were implemented? What has been proposed to remedy hugely outdated infrastructure? This is what we need our Mayor and her colleagues to advise on. One of the attributes of a leader is to learn lessons form bad experiences and implement them to mitigate against a repeat.

I called town hall and spoke to someone in "the call center." She said that they don't believe anything JCPL tells them. I asked her if the mayor or members of the town council are reading Millburn Patch. She didn't know but suggested I call Tim Gordon. I did. He is "out of the office." The Governor's line doesn't answer. Is there nothing else we can do? Go together to town hall? Something?

New estimates are up and it seems that even AFTER Nov 10th, 335 homes will still be without power in Millburn. And this is with JCP&L's amazing estimation. Of course there is no visibility into where those 335 homes are so people can plan accordingly. I suppose we're better of than Chesterfield Township. In the spreadsheet they have 0 homes restored but miraculously 1% restored on 6th and 7th. Not confidence building in the least. Once we're done with this mess, it would be good to take a long good look at what it will take to secure our power infrastructure. 3 storms in 2 years. Its not going to miraculously stop. Good luck for this week's storm.

according to latest JCP&L report the four sub stations have all been repaired and there are 9 crews in town working on individual sites. They clear the lines and downed poles from the main arteries first and then go into the residential areas beginning with the most outages on a given grid We have tried and continue to try to get a street by street list of outages but to no avail. JCP&L is still adhering to seven to ten days since last Wed.

I find it difficult to believe that Hobart Avenue and White Oakridge by Rt. 24 are NOT main arteries...as of 11AM this morning, both roads were still blocked. I also work at 788 Morris Turnpike (right by Kings)...there is a small tree blocking one lane of Morris Turnpike...it has been there since the storm. I believe Morris Turnpike might be considered a main artery. The lack of reliable information is truly unacceptable.

Thanks for the update. but has no-one got any power over the company to ask them to supply a list of areas in which they will work. I repeat what I wrote earlier - they are providing very precise numbers of customers to be restored each day. Either these numbers are fabrication, or they are derived from a computation of numbers of accounts fed power from areas where they intend to work. If the former, that is an appalling way to treat the public. If the latter, and if they will not provide you with that information, that is a shocking lack of respect for the office you hold. I am new to the area, and not sure about the reaosn why JCP&L supplies our power. Is this due to a contractual relationship betwen the Township and JCP&L? What provisions reside in the contract for disclosure of information to you/
Have you raised the need for this information with the Governor? If we knew broadly the timescale for restoration of electircity to specific addressees, residents could make informed decisions, rather than having to rely on guesswork. Without this, we face a tough call - to stay away from town in an expensive, but warm, hotel - or return to a house that is already very cold, in what is forecast to be cold and stormy weather, so that we can comply with any return to schooll announcmenets.

I must agree with the comment above. Hobart Gap Road is definitely one of the main roads into Short Hills off of Rt 24. Not having that road open makes the trip to Rt 24 and points west of Rt 24 very long since one must travel out to JFK Parkway (a long way out...since the bridge over JFK Parkway is STILL being repaired) or go through town. In fact, this seems to be a road that should be on the list of what needs clearing first, to allow trucks and service vehicles to easily access many of the streets coming off of Hobart Gap Road which have damaged lines. I do find the lack of information, and the mis-information, unacceptable. I also agree with a previous post regarding "What was learned from last year's outage?" It appears the answer is very little, or perhaps nothing. As the prior post stated, many countries dealt with these types of infrastructure issues in the 1970's. That was the case in western Canada and in the UK. Perhaps some of what has been done elsewhere should be considered here--after all, the weather is not going to get dramatically better. At a minimum, mandatory tree pruning or removal of trees near the power lines should be enacted.

Cayuga Way still has three broken or split telephone poles and no one has been here in a week to fix it. Once yesterday a crew from Ohio came by and looked at it, said "we don't have the parts to fix this," and left. Haven't seen a truck before or since anywhere around town doing any work.

I've stopped by Cayuga Way several times in the last few days and on separate occassions have run into 4 different crews. Each crew was there to do an assessment, not make any repairs. How many times do they need to assess before they start repairing? Also, earlier in the day Mayor Haimoff sent an email to the Working Mothers Group saying that all of Millburn would be repaired by tomorrow evening (Tuesday) and said this information came from a JCP&L supervisor she spoke with this morning. People who received this email have gone back to her and asked her to reconcile that information with what JCP&L is publicly saying (Saturday and beyond). No response from her yet.

I called JCP&L again about an hour ago. I wanted to make sure they had all five houses on our street listed as being out of power. They said they did have that on record. I asked them for an estimate and they told me the majority of customers would be restored by Wednesday. I asked if I was in that majority and here is where it got interesting. She asked me which county I was in, I told her Essex, and she said yes, I was in the majority. I asked her if that meant that all of Essex county would be repaired by Wednesday and she said yes, the longer estimates are only for the shore towns and counties. I find this to be an interesting response considering they just released repair estimates today showing they will be repairing customers in our town through Saturday and more than 300 will still be left to go.
WRITE IN DAN BAER FOR TOWN COUNCIL TOMORROW. IT CAN'T BE WORSE THAN THIS.

Although Hobart Gap is a main entrance to and from Short Hills, I don't think they can reopen it until the traffic light there is powered. It would be a very dangerous intersection without a traffic signal. Although I suppose they could barricade it into a pair of one-way feeders as I have seen elsewhere in the area.

I also spoke with a human at JCP&L. She told me she did have report of the tree and wires down on Hobart Gap to 24 and it was assessed. I asked why wasn't something done then. She said that they need the right crews to work on that scenario. I asked where were those specialized crews to open up that major intersection in our town? No answer to that. I told her that I have read of the lack of crews, tools. She took the report. Means nothing!
I also called Gov Christie's office and got a human on the phone. Told them what was and wasn't going on in Town and what JCP&L said. Again another report taken - again I am sure this means nothing.

As for Glenwood, it breaks my heart to look around. I fell in love with our neighborhood during my daily jogs. It now looks like a war zone. My neighbors are in their cars to keep warm. All of us have no reliable information. We are worried our pipes will freeze soon. WE ARE TRANSIENTS right now. If the mayor has heat and power, why doesn't she open her home to (at least) OUR ELDERLY NEIGHBORS?

I'm curious as to what you've heard that tells you we need more republican representation. Isn't the town council and most other seats already republican endorsed? I'm new in town but always fascinated by the politics and how a party identification could influence things at the local level. I for one am hoping that at the town level, the best person for the town gets the job and not based on some party identification. Why not do the research and support the best candidate you think will move the town forward with the best ideas, rather than party affiliation. I'm frankly hoping all of Millburn will identify as Independents some day and choose accordingly. There are good republicans, good democrats and good none of the above and we need ALL of them

Dont get your hopes up though because the utilities have all the experts. When I worked in NYC Government we had a great energy department but slowly and surely ConEd hired away the best and the brighest until the City was totally outgunned.
On another note I called Sandy Haimoff and did not leave a message but she called me back anyway which was very nice. She is as frustrated as we are and is calling the Governor's office frequently and trying to light a fire under JCP&L through other means as well. It is just a terrible situation.

I think it would be more productive to instigate a reliable battle plan. These happenings are an annual event. Support systems and after the fact information need work. More importantly preventative actions (more action from the town arbiter for example ((our street has town trees that should have been taken down long ago)) need to become a priority. Why weren't we the first to know when our local stations opened up? Communication and Prevention!!!!

7000 Watts is more than enough to run your home. You of course would not use your blow dryer, vacuum cleaner, dishwasher, an electric dryer, or other high-wattage non-essentials, but you'd be able to run a refrigerator, furnace, microwave, computer, TV, a window air conditioner, and probably all the lights in your house. That's a rip off. You do not need a unit that can run every single electric appliance in your house at the same time. All you need to run is your refrigerator, furnace, a few lights, maybe a computer and the TV, and a window air conditioner if this happens in the summer. This would require a unit that costs around $2,000 and there is no way it would cost $6,000 to $8,000 to install (unless the electrician actually lives in Short Hills, then I guess they could charge $1,000/hour).

I was just on JCP & L's website and there have been no new homes restored with power today. In fact, when I checked in the am, we had more people actually restored and lost about 1 percent! How is that possible?

Just FWIW: The downed tree on Woodland Rd between Pine Terrace West and Ferncliff Terrace in Glenwood directly coincided with the power outage in at least part of the Oak Hill Estates houses (Oakview Terrace, Inwood Road). I saw a flash at that location over the rooftops of the Woodland Rd houses at the moment our power failed.
That said, there weren't any poles down, although lines were stretched tight. The very large tree that fell across Woodland was then cut into sections and shoved to a homeowner's yard, tangling up the lines (as previously posted).
Not sure why it would be a complicated power fix, the tree crew got there...days ago.
Before the storm, anecdotal estimates for a dedicated propane generator were 5k plus, looks like prices have risen.

Was also checking out reviews...bigger houses will need higher kW units, but it's not complicated in general and they seem totally reliable, not dependent on gasoline, and are much quieter.

Haimoff is such an embarrassment for our town. She should volunteer to vacate the seat because even if we do not have a mayor at all that will make no difference. Since her being there really does no good for the citizens of Millburn and Short Hills anyway. Enough of her greed for the Mayor's seat. Please Ms. Haimoff, you need to go if you can not do your job. We have no trees down on our street but still do not have power. What is the point of opening the schools? How do officials expect us to get our children get ready in the morning when we have no power, no hot water, no heat and no hope?!! Can we at least know street by street dates of when we are going to get the power. Do JCPL and our Millburn officials have any decency about giving us more realistic schedule of when we will get the power back rather than giving us dates that seem to be moving away from us? Wish Millburn Mayor and JCPL can learn to react as quickly as our Millburn police department and Millburn EMT do. Great job guys! Thankyou.

How is there not been a single worker on hobart. there are two pokes down and still a tree entangled in many of the wires. If as they said when I called it takes 6-8 hours to replace a pole and then they would still need to fix more wires down further towards the school. This might take two days to fix if they don't get started soon then hartshorn will be 2 days behind every other school.
P: I think when they say tht they are assessing the damage means tht they are on break to make u think tht they are working harder then they actually are.

They list the hotels the pay. Not like being home but at least someone else is paying the bill since we can't get home.

We do not have any power yet either on Merrywood Lane and are cold and frustrated. However, I am embarrassed to live in a town with so many people who have no empathy for their elected officials and think they could do much better. Let's see all of you on the ballot next time. I want to vote for you and then see how well you do! Frightening to see how selfish many people in this town seem to be.

Again - NO ONE IN MILLBURN VOTES FOR ANYONE FOR MAYOR. They vote people onto the Township Committee. The Committee then CHOOSES one of its members as Mayor. The "Mayor" really has no statutory executive powers. We need a DIRECTLY ELECTED Mayor with executive powers.

Actually, what you term selfishness is more likely frustration at the total loss of control suffered by township residents. As I am sure you know, this are of NJ, as distinct from further out, has long been the residence of choice for entrepreneurs and wealth creators as distinct from inheriting dollars. It is endemic to our species to try to control outcomes. That's what we do. When faced by circumstances we cannot control, we freak out. I actually find that most of what has been said here has been constructive at least in that it provides we control freaks with a place to vent and for you to vent at us. While i regret reading certain ad hominem attacks on personalities rather than acts, policies and the like, I suppose its better than rioting, fighting or various other ugly behaviors tio which some resort. This is actually a fairly civil discourse among people who are trying to manage themselves in the face of total ambiguity.That you are embarassed to live in a town where people are selfish is interesting. Nobody got here by being a community organizer. We are who we are and I quite enjoy the dynamism reflected on these pages.

Call jcpl. Tell the automated system you har a wire down. You will get a human. Tell them exactly where the issue is.
I did this today for old short hills and Fairfield. They had a truck there in 3 hours reviewing the area.
Jcpl tolde this is the best way to get them information.

This works. I called in Monday morning with the specifics of a tree leaning on a pole and wires, and that if they fixed it, they'd get 7 houses online. The woman said there was no report of that specific tree in the system. Lo and behold, by 3PM Monday, I had power as did the other 6 houses without power due to that one tree.

Are people with beach houses that have gov't subsidized flood insurance also greedy? People who take gov't subsidized mass transit, are they greedy?
New Jersey has been declared a major disaster area and people that have incurred expenses related to an uninhabitable home qualify for assistance. No power in sub 40 degree weather with no refrigerator or hot water for 9 days and counting certainly qualifies. Getting reimbursed from FEMA does not take anything away from others needing assistance.
I wish we could pass our costs on to JCP&L.

Many things are subsidized by tax dollars whether you like it or not, such as highways, flood insurance, Millburn schools, and even your $500,000 mortgage. What I'm saying is that if you can afford the hotel bill because you make a lot of money, don't file the claim for taxpayer money. It does deplete a fund that would otherwise go to other truly needy people. FEMA's money come from tax revenue and you are basically taking a handout that you don't really need. Flood insurance, mass transit, schools and highways are things you need. I'm not saying to forsake all government benefits (that would be impossible if you tried) but in this instance to save the FEMA funds for people who need it more.

It has been quite shocking to see the complete lack of perspective on display here from residents over the past week. People endlessly railing against JCP&L, the mayor, township crews, etc.
Calling the Governor? Really? Take a number, gov Christie has 566 NJ mayors calling him.
It's as if the only ones effected by the storm are the 18,000 people within the borders of Millburn Township, and the MILLIONS of other people without power should come second, or people who lost their lives, the lives of their children, or their homes completely.
This was an ENORMOUS disaster spanning several states, and our town is but a TINY FRACTION of those impacted by the storm.
Yes, we lost power for an extended period of time, which is a pain and an inconvenience, and also not the worst of things, given the context.

As I said above, I have direct and personal experience of severe losss in a natural disaster. Of course it is worse than being without power. But we cannot talk of losing power in the past tense as your comments do - we are without power - and heat. This means no way of warming a house for my family and providing a bare degree of comfort during increasingly cold (and pssibly stormy) weather. The NJ Transit lack of train sevrice means that I cannot get readily to my office. My employer is happy for me to work from home whilst I need to - but for that I need a reliable phone and internet access. Without power, I cannot offer these. Neither can my wife, who works from a home office.
All I am asking for at this stage - and I do not think I am being as awful as your outraged remarks suggest - is a timetable. When will my street get power? Today? tomorrow? Saturday? Next week? It is not a matter of life and death - simply a matter of being able to make informed decisions.
That decision making does not detract from nor disrespect those who have been profoundly impacted by the storm. If JCP&L cannot give the information, then do we not have a reasonable right to expect our leaders to help us access a relaible timetable?

This is NOT about comparing us to someone else less fortunate than ourselves. There will always be people more and less fortunate than we are. I mean, get real, you chose to live in Millburn- Short Hills not a ghetto. Maybe you should offer your home to all the suffering people you so facilely catalogue.
This is not about the arbitrary and ultimately tragic nature of the human condition. None of us are getting out of this world alive. This is about accountability around setting expectations. As I begin my second week in a dark zone, I would like to be able, as KeithW suggests, to make an informed decision about the next few days, weeks, months. Every day JCPL pushes back the deadline and if it werent for the Millburn Patch, I would have no information upon which to reasonably rely. Clearly Haimoff and crew have no clue; the put upon workmen on the street will say anything to make you go away and JCPL lies through its teeth. I can handle the dark and cold; I just cant handle being out in the cold while still in the dark.

Dan Baer is no solution to our current problem. While in office he schemed to have 5 story high density housing, would have wrecked the town had he succeeded. He is very disingenuous . The current mayor"s lethargic response cannot be defended and neither can the rest of the committe"s MIA performance , but Dan Baer is not a better option.
