Is Hobart Ave in SH safe for drivers?

While driving along Hobart Ave on Saturday, Sept. 28 at about 3:50 pm I was cut off by a large black luxury car. I was traveling at or below the speed limit. This person did not slow down or stop before crossing Hobart Ave--thus endangering himself, his passengers and myself--then he had the nerve to tell me to slow down--does this type of driver belong on our roads?
