Millburn Man Arrested on Heroin, Cocaine, Marijuana Possession Charges

Millburn police arrested a 26-year old township resident on drug and alcohol-related charges on Jan. 26 after discovering the man asleep behind the wheel of an idling car, Millburn Police said. 

Robert Chandler Jr. was arrested on possession of a controlled-dangerous substance and driving while intoxicated charges in the area of Cedar Street and Sagamore Road at about 8 a.m. after neighbors called police. 

When police arrived, Robert Chandler Jr. was slumped behind the steering wheel of a Toyota Camry passed out with the engine running. 

According to the report, an officer banged on the driver's side window three times before Chandler woke up. 

When officers asked Chandler to roll down the window, he didn’t respond. An officer then opened the door to make sure Chandler was OK, the report said.

Police said Chandler was trying to talk, but the officer couldn't understand Chandler. He also kept falling asleep after each sentence. 

According to the report, Chandler could barely stand up when asked to get out of the car. When police held him up and supported him, the officer said he smelled marijuana.

Police searched Chandler and his car and found two bags of marijuana, a glass pipe, seven plastic bags of a controlled-dangerous substance believed to be cocaine and 21 glassine envelopes of heroin.

 "WHATS GOOD" was written on 15 of the envelopes and "PLUTO" on the other six.

Chandler was arrested and charged possession of controlled-dangerous substance and driving while intoxicated.

Chandler was processed at police headquarters and released pending a Wednesday, Feb. 6 municipal court appearance.
