County Program Offers Homeowners Help With Repairs
Low to moderate-income homeowners may be eligible for Community Development Block Grant money for home improvements.
The public is invited to attend a free workshop about the Essex County Home Improvement Program.
Eligible residents can learn how they can have repairs made on their homes at no cost, according to Essex County Executive Joseph DiVincenzo, Jr.
The free workshop will be held Wednesday, March 14 at 7 p.m. at the Belleville Senior Center, 125 Franklin Ave., across Nanina’s In The Park in Belleville.

"Maintaining your home can be very difficult, but Essex County is here to help," DiVincenzo said. "We invite the public to attend our upcoming free workshop and learn more about our Home Improvement Program. Eligible
homeowners can get the help they need to make repairs, protect their investment and enhance their quality of life."
The Home Improvement Program is funded through the Community
Development Block Grant Program and offers deferred loans to low- to
moderate-income homeowners to make improvements on heating systems, roofing, plumbing, electrical and code violation abatements.

Participants must follow program procedures and meet income guidelines. A lien is recorded against the property, which must be paid only if the homeowner sells or transfers ownership of the property within a 10-year period, officials said.
If the homeowner retains ownership within the 10-year period, the lien is forgiven.
The Essex County Division of Housing and Community Development,
located at 20 Crestmont Road in Verona/Montclair, offers a variety of
assistance programs designed to stimulate economic growth, stabilize
residential neighborhoods and improve the quality of life for low- and
moderate-income residents.
It administers the Community Development Block Grant Program,
Assistance Program and the Community Economic Revitalization Program for façade improvements for the County and 18 Essex municipalities. Bloomfield, East Orange, Irvington and Newark have their own housing and development programs.
