Should Parking Garages Be Required to Own Emergency Vehicles?

Bill introduced by two senators after emergency services could not respond to man shot in head last December.

The impetus of the bill occurred in The Mall at Short Hills last December, when a Hoboken man was shot in the head during a carjacking inside the parking garage. Dustin Friedland, a Toms River native, had to wait 20 minutes to be loaded into the ambulance from the time his wife first called emergency services.

That ambulance was unable to access the parking garage due to the low clearance at the entrance, which forced emergency personnel to wheel a stretcher up several levels to Friedland, and bring him back down.

Senator Richard Codey and Senate Republican Leader Tom Kean Jr. introduced the legislation. Jamie Schare Friedland, now widowed, filed suit in March against the Millburn First Aid Squad and Universal Protection Services LLC, which provides security services to the mall, among others.
