Committee Approves Contract for Conceptual Designs for Garage

The committee voted 3-2 for phase one of designs for Lot 2 and 7.

The Millburn Township Committee's decision to move forward with developing conceptual designs for a parking garage on both Lot 2 and Lot 7 was met with a scattering of boos on Tuesday night. After hours of listening to neighbors in favor of Lot 2 and business owners in favor of Lot 7, the committee voted 3-2 to move ahead with awarding a contract to Tim Haahs for the conceptual work. The contract is not to exceed $104,783, and it should take about six weeks to complete the work once the contract is signed. Lot 2 is at the corner of Essex Street and Lackwanna Place, and Lot 7 is along Glen Avenue near the Millburn-Short Hills Volunteer First Aid Squad. I am very disappointed by the cavalier attitude of the business owners with respect to the safety concerns raised by the residents of Glen Avenue, of which I am one. Clearly if the purpose of a parking garage is to provide more parking spots, there will be more cars driving on Glen Avenue, an already busy street. Chamber Supports Parking Garage at Lot 7

The chamber's position is the opposite of the opinion of the neighborhood.

While Millburn Train Station neighbors have requested Lot 2, away from their neighborhood, be considered for a parking garage, the Millburn-Short Hills Chamber of Commerce endorses the garage be built on Lot 7. Shayne Miller, chamber president, issued a statement to the township committee from the chamber supporting the garage on Lot 7, which is along Glen Avenue. The committee is analyzing the options of building the garage at Lot 7 or on Lot 2, which is at the corner of Lackwanna Place and Essex Street. The chamber's two main concerns are freeing up space in Lot 2 currently used for valet and commuter parking to be used for diners and shoppers. Additionally, there is concern about the impact of area businesses during construction. …

Residents Debate Need, Location of Parking Deck

The township committee held a public meeting on Tuesday to gather comments on commuter parking.

Residents again said on Tuesday night they want a parking deck built on Lot 2, but there were also questions if a deck should be built at all. The Millburn Township Committee held a public meeting on commuter parking issues. After a short presentation from the commuter parking subcommittee about the process of studying for creating a "long-term solution" to commuter parking, residents were able to ask questions and comment on the issue. The subcommittee is working on potential plans to build a parking deck on either Lot 2 at the corner of Essex Street and Lackawanna Place or on Lot 7, which is along Glen Avenue at the train station. Does this make anyone else wonder whether all the fuss about additional parking may be a back door way to accomodate Summit Medical Group? If you recall, one of the biggest obstacles to their new building was the underground parking lot. The Millburn Township Committee is planning two meetings on commuter parking next week.

If you drive to the train station in the morning, you may have one opinion on a parking garage. If you live nearby, you may have another. The Millburn Township Committee is examining the issues of commuter parking and plans to hold a public meeting on Tuesday at 7:30 p.m. at town hall on the topic. Residents who have an opinion are encouraged to attend the session. Right now the commuter parking subcommittee is reviewing requests for proposals to design a garage. But where should the garage go? Public Meetings on Commuter Parking Scheduled

The meetings are scheduled for Tuesday and Wednesday at 7:30 p.m. at town hall.

The Millburn Township Committee's commuter parking subcommittee has planned two public meetings on the subject for next week, but full information on requests for proposals to design a parking garage for the Millburn Train Station may not be available by then. The subcommittee gave a report during Tuesday's township committee meeting, including it is reviewing nine requests for proposals to design the garage. Plus meetings have been scheduled for Tuesday and Wednesday at 7:30 p.m. at Millburn Town Hall for residents to discuss their issues and thoughts on parking. An ordinance to authorize spending to design a parking garage prompts a lively discussion.

The Millburn Township Committee continues to move forward with gathering information to determine how it should address commuter parking, but residents expressed displeasure with the process Tuesday night. The committee approved spending up to $500,000 on design work for a parking garage for the Millburn Train Station during its meeting Tuesday night. Several committee members said authorizing the funding was necessary for its request for proposals on providing designs for the garage. "We need to identify where the funds will come from," said Township Administrator Tim Gordon on the process of sending out a RFP. Committee Members Don't Express Support for Short Hills Parking Plan

Several Millburn Township Committee members say they want to hear alternatives to address the commuter parking needs.

Millburn Township Committee members aren't expressing support in interviews for a plan that would remove trees for parking at the Short Hills Train Station. Township officials are exploring a plan to change the parallel parking on Chatham Road to head-in parking, but no discussion or decision on the plan is expected until 2011. Orange ribbons were tied around the trees along the side of the road closest to the train tracks to show residents what would need to be removed to make way for the parking. The plan would add 40-60 parking spaces. It's part of a subcommittee's study on adding commuter parking, which also includes studying possibly constructing a parking garage downtown near the Millburn Train Station. Short Hills Train Parking Plan Would Remove Trees

The plan is to convert the parallel parking on Chatham Road to head-in parking.

While the Millburn Township Committee is requesting designs to build a parking garage for the Millburn Train Station, it's also looking to add parking at the Short Hills Train Station. Township officials are working out plans to convert the parallel parking on the train station side of Chatham Road to head-in parking. It would be similar to the parking at the old coal chute near Forest Drive, and committee member Robert Tillotson said it would add 40-60 spaces.  The plan would require the removal of a number of trees along Chatham Road, and the township forester tied orange ribbons around the trees that would need to be removed. Finally, I don't think the signs for any metered parking actually say "do not park here with a permit." I think you can park there with a permit, so long as you pay the meter fee. At least we have done so on an occasion or two and have not been ticketed as a result.   more ›

While the consensus has been to put a parking garage on Lot 2 rather than Lot 7 at the Millburn Train Station, township officials are looking for conceptual designs for both sites. The Millburn Township Committee approved sending out a request for proposals for design work for a parking garage during its meeting on Tuesday night. The resolution states it would be for a parking structure on either Lot 2, which is at the corner of Lackawanna Place and Glen Avenue, or Lot 7, which is the lot at the train station. The designs would be for 450 spaces in the garage, which would be 290 additional parking spaces than what currently exists, and for it to be available to commuters, shoppers and downtown businesses. Millburn officials are getting a request for proposals for design documents for a parking deck at the Millburn Train Station. Township Committee member Robert Tillotson, who is helping oversee the study into commuter parking and solutions, said the RFP would help determine the cost for drawings and the construction of a deck on Lot 2, which is at the corner of Lackwanna Place and Essex Street. Officials are seeking to add around 200 parking spaces at the Millburn Train Station as a way to compensate for the average 150 cars that use the valet service at the train station and plan for the future.
