While the Millburn Township Committee is requesting designs to build a parking garage for the Millburn Train Station, it's also looking to add parking at the Short Hills Train Station. Township officials are working out plans to convert the parallel parking on the train station side of Chatham Road to head-in parking. It would be similar to the parking at the old coal chute near Forest Drive, and committee member Robert Tillotson said it would add 40-60 spaces. The plan would require the removal of a number of trees along Chatham Road, and the township forester tied orange ribbons around the trees that would need to be removed. While the consensus has been to put a parking garage on Lot 2 rather than Lot 7 at the Millburn Train Station, township officials are looking for conceptual designs for both sites. The Millburn Township Committee approved sending out a request for proposals for design work for a parking garage during its meeting on Tuesday night. The resolution states it would be for a parking structure on either Lot 2, which is at the corner of Lackawanna Place and Glen Avenue, or Lot 7, which is the lot at the train station. A stretch of Millburn Avenue is now no parking because of an ordinance change, but it won't be enforced quite yet. The township committee approved an ordinance change to make Millburn Avenue between Vauxhall Road and Essex Street no parking at its last meeting, and the change was to be published. But the Millburn Police Department has yet to receive the certified ordinance, according to Capt. James Miller, police public information officer. Once the department receives the certified ordinance with the no parking change, he said, a worker will install the new no parking signs along Millburn Avenue. Millburn officials are getting a request for proposals for design documents for a parking deck at the Millburn Train Station. Township Committee member Robert Tillotson, who is helping oversee the study into commuter parking and solutions, said the RFP would help determine the cost for drawings and the construction of a deck on Lot 2, which is at the corner of Lackwanna Place and Essex Street. If you're heading downtown on Saturday, you will be able to park for free in the largest parking lots. Township Administrator Tim Gordon confirmed Thursday free parking would start on Saturday in Lots 1, 2 and 5 in the downtown area. Lots 1 and 2 are on Essex Street between Lackwanna Place and Main Street, and Lot 5 is adjacent to Town Hall. Parking is already free on Sundays at all meters and in all parking lots. The Township Committee agreed to allow for free parking on Saturdays until the holiday season on a request by the Downtown Millburn Development Alliance. Downtown shoppers may soon be treated to free parking on Saturdays in three of the large parking lots. The Township Committee has agreed to allow free parking in Lots 1, 2 and 5 on Saturdays on a request from the Downtown Millburn Development Alliance, but the start date of the free parking has yet to be set. Township Committee member Daniel Baer said Township Administrator Tim Gordon has to give the final approval to implement the free parking for this Saturday. Parking meters still will be enforced on the streets and in the other parking lots downtown. Police bring the proposals to the Township Committee before an ordinance is formally introduced.
Stop signs and no parking could be the changes in one area of town. Millburn police officials are proposing no parking along the eastern end of Millburn Avenue and a stop sign in the South Mountain section at Southern Slope Drive and Parkview Drive. Police Chief David Barber presented the proposals during Tuesday's Township Committee meeting, but no officials ordinance change has been proposed to the committee yet. Between Vauxhall Road and the downtown area, there's no consistency in the signs and the parking requirements on Millburn Avenue, making it hard to enforce the parking rules, Barber said. Commuters could face an increase of $109-$147 in their permit fees if township officials elect to construct a parking deck at the Millburn Train Station. A survey of 110 commuters by a Township Committee candidate shows people want to maintain their current parking permit fees and most people use the train before 7:30 a.m. Peter Humphreys, running for the committee as a New Democrat, released the survey results during a recent Township Committee meeting and subsequently sent them to the media via e-mail. He distributed about 400 surveys during early May, and received 110 back, which is an approximate 28 percent return rate. The questions range in asking what part of town commuters live, what time they use the train, how many times per week they take the train and if they use the valet parking. The New Democrats candidate for Township Committee is polling commuters on how they currently use parking at the Millburn Train Station. Peter Humphreys, who is running for Township Committee, has been at the station the last three days speaking with commuters and distrubuting a survey. He's distributed about 400 surveys, and he said about 50 of them already have been returned via fax. "I want to find out what people are thinking," he said. "I had some good discussions with people." Finally, I don't think the signs for any metered parking actually say "do not park here with a permit." I think you can park there with a permit, so long as you pay the meter fee. At least we have done so on an occasion or two and have not been ticketed as a result.   more ›
