Township officials looking at shared services, other cost cuts to aid in budget.
Millburn's municipal aid will stay flat for 2011, and township officials continue to look at shared services and other initiatives to cut costs. Millburn will receive $2.4 million in state aid, according to the figures released by the state Department of Community Affairs. It's the same amount of money the township received in 2010. Gov. Chris Christie said in his budget address on Tuesday he planned to keep municipal aid flat. A year ago Millburn's state aid was cut by $700,000. Mayor Sandra Haimoff said Thursday the township is in the same place as it was a year ago because it didn't receive more or less aid. "We'll work with what we have," she said. "We're just starting our budget process now." But Millburn has not felt the budget …

The township committee is scheduled to meet at 8 p.m. on Tuesday.
The Millburn Township Committee doesn't have a long agenda Tuesday night, but there is one item that will provoke a lot of discussion—the contract for conceptual designs for a downtown parking garage. The committee meets at 8 p.m. at Millburn Town Hall. There is an agenda item to hire Tim Haahs to complete the conceptual designs of a garage on either Lot 2, which is at the corner of Lackwanna Place and Essex Street, or Lot 7, which is along Glen Avenue, for the Millburn Train Station. The contract is not to exceed nearly $105,000. The contract is for phase one of the design process, which is for conceptual designs. The conceptual designs are 10 percent of the completed designs. The request for proposals document states the phase one …

The township committee held a public meeting on Tuesday to gather comments on commuter parking.
Residents again said on Tuesday night they want a parking deck built on Lot 2, but there were also questions if a deck should be built at all. The Millburn Township Committee held a public meeting on commuter parking issues. After a short presentation from the commuter parking subcommittee about the process of studying for creating a "long-term solution" to commuter parking, residents were able to ask questions and comment on the issue. The subcommittee is working on potential plans to build a parking deck on either Lot 2 at the corner of Essex Street and Lackawanna Place or on Lot 7, which is along Glen Avenue at the train station. Robert Tillotson, a committee member, said there is 120-140 cars parked in valet each day, which is evidence…

The township committee is planning to enact an ordinance with regulations and a permitting process to control filming in the residential section.
There's a chance a future Oscar-nominated movie could be filmed in Millburn-Short Hills. The Millburn Township Committee is considering lifting the ban on filming in residential areas of the community. Filming was prohibited in the township's residential area about 15 years ago, and now the committee is planning to introduce an ordinance that would allow it again. The plans are to include regulations and a permitting process. Committee member Thomas McDermott, who suggested the ordinance while he was still mayor last November, said during Tuesday's meeting about seven years ago a major motion picture wanted to film in the township and the filmmakers asked for a waiver. But township officials would not allow it. There could be opportunities…

No ordinance is in place regulating the installation of cell towers and antennas in Millburn-Short Hills.
The Millburn Township Committee is examining if there should be a zoning ordinance covering the installation of cellular towers. Township Attorney Christopher Falcon spoke with the committee Tuesday night about drafting an ordinance. Right now the township does not have an ordinance governing cellular towers, which means those who want to install a tower or antenna need to apply for a variance with the Millburn Zoning Board of Adjustment. Falcon said Tuesday night there are a lot of technical aspects to writing an ordinance governing cell towers, which makes it difficult for him to do. He recommended the request be forwarded to the Millburn Planning Board because it and its staff has experience in the technical aspects and any policy …

Shaun Quirk is the second firefighter to be promoted in two months.
The Millburn Township Committee promoted firefighter Shaun D. Quirk to the rank of captain during its meeting Tuesday night. He was joined by his wife Heather and their two sons Riley, 4, and Gavin, 19 months, family, friends and other Millburn firefighters. Quirk has been with the Millburn department since September 2004. He's the Millburn Fire Department's first —and only — state-certified paramedic and is in charge of the department's EMS section. He's also a member of our UASI Metro Strike Team with Morristown and serves on the department’s labor/management committee. The committee meets at 8 p.m. on Tuesday.
The Millburn Township Committee's commuter parking subcommittee plans to discuss its work during Tuesday's meeting. The committee meets at 8 p.m. in town hall. The conference items include a report from the subcommittee. The township committee voted in December to send out a request for proposals for a parking garage for the Millburn Train Station. The proposals would be for conceptual designs for both Lot 2, which is at the corner of Lackwanna Place and Essex Street, and for Lot 7, which is along Glen Avenue. Once the conceptual designs were complete, the committee would need to choose which lot for final designs and potential construction. There is no scheduled vote on accepting a request for proposal or construction of a garage on the …

Ted Bourke and Thomas McDermott take the oath of office at the reorganization meeting.
For the third time in four years Sandra Haimoff will serve as mayor of Millburn. The Millburn Township Committee selected Haimoff as mayor in a 4-1 vote Tuesday night during its reorganization meeting. The committee unanimously voted to select Robert Tillotson to serve as deputy mayor. James Suell, the only Democrat on the committee, was the lone vote against Haimoff as mayor. He nominated Tillotson for mayor citing how the township needed someone with a financial background in the position during difficult financial times. But Tillotson declined the nomination, throwing his support behind Haimoff saying she has the experience and commitment to perform the job well. In addition to the selection of mayor, Ted Bourke and Thomas McDermott …

I suspect the bigger problem is that permits, both commuter and especially business, are too easy to obtain, to hold, and to transfer. What are the numbers of permit revocations? I suspect few, if any. A single parking maid is not going to go beyond seeing a sticker.   more ›
