I know that the Starbucks in the Short Hills Mall is currently open for business BUT they are only serving pre-packaged items and not brewing coffee.

I think what the author meant was that you can currently view the giant tortoises as a part of the South America exhibit at the Zoo. Eventually though, the plan is for the tortoises to have their own dedicated exhibit which hasn't been built yet.

1. Sorry for the confusion, the original article listed the actual amount incorrectly. The maximum amount for the contract with Nature's Corporation was actually $150,000. Of that total, the township paid $25,000.
2. The amount remaining on the contract was $125,000 ($150,000-$25,000); however the township opted to enter an agreement with JH Reid, which was determined to be more economical, for a contract total not to exceed $80,000.
The key difference between the two is that JH Reid charges $2.00 per cubic yard of debris plus an additional daily equipment rental fee of $4,800. Nature's Corp., on the other hand, charged a fee of $8.50 per cubic yard of debris removed.
